MS4 NPDES STORMWATER ASSESSMENT PROGRAM
Client: City of Hialeah | Miami-Dade County
This assessment program was submitted to the Florida Department of Environmental Protection in fulfillment of Part V.B. of the MS4 Permit. The purpose of this assessment program was to provide information for the City of Hialeah to determine the overall effectiveness of its Stormwater Management Program (SWMP) in reducing stormwater pollutant loadings from its Municipal Separate Storm Sewer System (MS4) to receiving water bodies.
The scope of services included the following steps:
- Preparation of a water quality monitoring plan to identify local sources where urban stormwater is adversely affecting surface water resources.
- Preparation of an estimate of pollutant loadings/evaluation of existing data.
- Preparation of a description of how the data from the monitoring program and the estimate of pollutants will be used to:
- Evaluate trends in pollutant loadings from the MS4 and in water quality; and
- Identify portions of the MS4 that can be targeted for loading reduction/corrective action with additional pollutant reduction measures.
The monitoring plan followed the recommendations provided in the FDEP Guidance for Preparing Stormwater Monitoring Plans as Required for Phase I Municipal Separate Storm Sewer System (MS4) Permits. As a continuation of the task, R.J. Behar updated the assessment program, prepared two public education and outreach presentations for illicit discharges and the use of pesticides, and prepared a bacteria pollution control plan.
